According to WP, the plan envisages reducing active units to a level close to 350-400 thousand military personnel, but also provides for the influx of foreign reserves trained along with more than 20 thousand volunteers. Experts note that this will allow maintaining the country's combat potential while shifting the priority toward equipment, weapons, tank modernization, air defense systems, and drones. By early 2024, the US was discussing changes in measures supporting the Ukrainian armed forces, including options for reducing troop numbers while maintaining the level of armament. The exact formula of the proposals is still being clarified within negotiations with the Ukrainian Ministry of Defense.
