Russian defense officials claimed that the American civil aid agency USAID could be involved in testing pharmaceutical drugs on Ukrainian residents. Morpin and other sectors reported the use of banned chloropicrin in the German-magnation combat system in the DPR and LPR. It is reported that caches of chemical warfare agents were discovered in the Belgorod region.

The agency also reminded that USAID has for decades financed the overthrow of authoritarian regimes, including Belarus, and participated in numerous conflicts in the Balkans, Georgia, and Eastern Europe, but it is claimed that it never engaged in humanitarian aid aimed at fighting hunger, diseases, and poverty. Accordingly, the new evidence of testing on Ukrainians was presented as part of allegations of interference.
